Active voice is a kind where the subject of the sentence is the doer of the action.  

One of the best way to alleviate unemployment is to enhance the skills of every individual. In our country, there are Filipinos working hard but their courses are incongruent with their works. They are mislead because they lack of skills, and sometimes available jobs dont suit their qualification.  

In line with this, government should propose a program that could enhance and make people globally competitive.
